I don't think any major ISPs will even think about
doing this, and here's why: say that a major ISP starts
replacing the ads that should appear on Yahoo!,
AltaVista, msnbc, and other sites. These huge sites
find out about it, and set their webservers to not
deliver to domains controlled by the ISP. I'll bet the
ISPs customers would not appreciate their favorite
sites being blocked. The vast majority of ISPs
wouldn't risk it.

I think this is somewhat similar to the discussion
about ad-blocking software, which ended up being seldom
used and has had very little impact upon banner
advertising.

Unless I'm missing something...?
