As someone from a wicked media agency and therefore on
the side of advertisers against publishers I have to
say that I think Fred's proposal is:

a) immoral in that it is theft

b) illegal in that it is in effect passing off
someone-else's work as your own (if you sell ads in it
you are presumably passing that work off as owned by
you) and probably also an infringement of the owner's
copyright (but I am no lawyer)

c) bad business practice because in the medium term it
would kill off all sorts of niche publications that are
very useful to advertisers
