Sorry if I'm covering old ground here, but I'm dying to
know ...

The substitution of irrevelant "exchange" banner
advertising for relevant LOCAL advertising is a
powerful idea - but one with formidable legal, ethical
and technical challenges! I imagine local networks of
ISPs selling the ad space to local advertisers on one
hand - the ISPs could analyse their traffic for
consistant content (finding what you would probably
expect: big search engines and other "portals") - and
sending royalty agreements/notices to these content
providers. Fine ... but what happens when "Yahoo"
refuses to play ball?

So do you skip the signed agreements and simply publish
a Policy and follow through with royalty payments - and
how do you efficiently track exposures and make
(sometimes tiny) payments ... to thousands of diverse
domains???

Sounds like a job for MegaCorp.
