Timed Rotation?

Hi everybody!

I recently noticed an interesting trend in Germany.
Some companies try to get rid of traditional pageviews
and click-throughs and simply exchange their banners
every 20 seconds. The banners are placed in frames on
the head of the site. CPM is about 9$ - that's about
the average CPM in Germany.

I'm very interested if this system is accepted
elsewhere in the world, especially in the US as I
wasn't able to get any information on the internet.

Are there any advertising-companies like doubleclick
that sell banners for this "timed rotation"?
Furthermore, what are you're opinions about this? Do
you think this system could get accepted?
