Okay, I'll bite. How would you detect them? How would
you tell them from, say, a webcache? I can tell you
right now that there -are- ISPs trying it.

True. It would definitely raise some interesting legal
issues, too. There are some areas where the Internet
doesn't match up very well with the mediums which have
had more opportunity to experience legal precedent.
