Ad-Serving Options?

I'm looking for an ad serving package that will provide
me with more advanced features than WebAdverts which I
am currently using. I would also like reputability, so
I may go with a 3rd party ad server. I was wondering
if anyone could make some suggestions? Currently,
SpinBox is the best option so far, but I use SSI, and I
don't like the delay in making a socket connection to
their server to get the ad code.

Here are the features I am looking for:

Ability to serve Flash, JavaScript, etc. ads (and track
click throughs) - It would be *very* helpful to be
able to serve these without needing SSI.

Ability to serve my Burst! and Flycast *rich media* ads
(a long string of HTML). Again, it would be helpful
to be able to serve these without needing SSI (though
I'm not sure if it's possible here).

Quick ad delivery (more important that the page loads
quickly - SpinBox slows this down with SSI and a socket
connection to their servers).

*Low Price - WebAdverts was a one time $50 purchase. A
Virtual SpinBox would cost $149 + $.04 CPM for ads
beyond 750,000. I can't pay much more than that...

Ability to serve 1-5 million ads per month (3 is our
high so far).

3rd party server would be nice for reputability, local
serving solution (such as CentralAd) would be nice for
speed in serving SSI banners. I'm torn between the two
right now.


Other, lesser concerns:

Billing is not necessary (though it would be nice), but
having stats delivered to advertisers on a regular
basis would be important.

Being able to set priorities and/or ensure a campaign
completes by a specific date would be needed.

Cache busting would be helpful, but not required.

*Option* (but not able to turn off) to block an ad from
being counted more than once for a particular IP would
be helpful.

Option to restart a campaign the next month after
completing its current month is helpful, but not
required.

Ability to try out a functional demo or trial account
is needed.

Good, quick tech support is also needed for getting
things set up.
