referral program

We are looking into starting a referral program for
Christian forum dot com, which is located at
http://www.christianfourm.com. The one we have now is
too slow. We want to be able to do click through and
leads. Please note we don't have a lot of money to
invest in it at one time but we can add money in
every two weeks. We are looking into something that
has a startup cost of $100 to $150. Does anyone have
any suggestions?
