You are correct. It's no longer true. I don't know
what the average monitor size is -- probably about 15",
accounting for legacy systems (average diagonal size
sold during 1999 would be higher). However, well over
50% of Internet users now have screen resolutions of
600x800. Here's one source for data:

TheCounter.com notes that a full 81% of users were
using screens with at least a resolution of 600x800 in
Jan., 2000. Now, of course, this data isn't perfect.
But it's good enough for government work. You will
