Email Promotional Costs

Hi again.
As many of you know from my original posed question to
the list, I have started a community based web online
directory. I also have used an opt-in email
registration for those wishing to hear about new or
existing web sites of interest. I have composed
roughly 10,000 email addresses. My question to the
group is this: "Is there a standard cost per email
address for such targeted email announcements. I want
to offer online web site owners in my area the
opportunity to announce their site via these collected
names which have asked to receive any new web sites of
interests. This would be a service to promote their
sites, not to sell the list. Example 1 cent per email
address or 10 cents per email address?? Any feedback
would be appreciated.
