A new spamming tactic?

Someone seems to have developed a new (or old but not
well-known?) tactic for spamming.

Recently, I received an unsolicited e-mail telling me
to go to this address (note: it works in IE but not
Netscape)

http://%33%349%33%32%38%36%32%382

I can't figure out how to trace that site. Thus, they
are protected from complaints to their ISP except from
very skilled people.

Anyone know something about this, and how the heck does
that URL work?
