targeting advertising buy

Does anyone have any good advice to give a new guy to
online advertising about effectively targeting
advertising buy and how not to get completely conned?

We will soon be launching a great new site targeted at
tourists to Europe, with an emphasis on small bed and
breakfast, farm, gites etc giving the authentic
family feel of the particular country. We already have
a similar sucessful service just for France and will be
incorporating that into the new site.

I want to max visitors to the site but dont know how to
find the best high traffic sites to advertise with. In
addition to this we certainly intend to use the mailing
lists gleaned from our current clients and I'm reading
with great interest the large debate over referral
marketing!

We are also using a piece of software called WebPromote
Gold to try and achieve good search engine rankings,
does anyone have any useful comments on this? Has
anyone found it invaluable or just a waste of money?
