If you post a rate card, you would just state what the
rate is. Then the agencies that place ads for their
clients (or once in a while the client company
themselves) will send out RFP (request for proposals)
that specify the dates campaigns are to run.

I find advertisers do not want their ad to be the only
thing on the pages.

That probably depends on IF you can get long-term
commitments or sponsorships, what you have to give up
to do that (money or ability to sell to competing
advertisers,) whether the ad would point to a
competitor or actually take up two ad spaces for the
price of one, etc.
