Link Advertising Estimate Sought

Hello group,

Here's an issue that for today is theoretical, but for
tomorrow may not be:

State Government A has a number of web sites and pages,
which for an average month generate 71 million hits (I
can't tell you if they mean page views or if they are
counting graphics and more, but let's assume for the
time being we're talking page views).

Company B wants to buy a text link, with brief
descriptor, from the state, to be placed on all pages.

Assuming that Company B *could* buy that link, how much
should it cost per month?
