John,

I would consider it business development. If I were
in your shoes, I would map the user demand to web
sites/companies, then determine which of those
companies can afford to pay for your content, which of
those companies have holes in their content, and what
problem you are solving for the site/company. My guess
is that 'vortals' or vertical portals may be a great
target. Our company wants to do one on accounting
process issues and Health Claim processing issues
(sounds dry, but they're good markets for us) - and the
biggest issue is how to build the content.

If you don't have a sales force, the next step would be
to get one - preferably one that has experience selling
information (Lexus/Nexus type). Finally, I'd begin a
marketing push. Don't go into assuming that your
targets are 'bombarded', go in assuming that you're
going to help them solve a problem and make their life
easier.
