I think you must first establish the veracity of the
third party ad serving guys and ask other clients in
the third party network about their figures etc. That
way you know whether the third party ad server is
quoting the right impressions that you want to be
delivered.

Secondly , having done that, you must install some good
ad serving software in your system like adpro or
analog. You could interact with your third party ad
serving company about the right software.

I think the figures that you are getting are wayside.
There must be some consistency in figures between what
you get and what your ad serving company gets...not
1000% that's absolutely crazy.
