Broadcast Television effects on Web Site Usage

I just accepted a new position with a very well known
and well watched television affiliate in a top 50
market. My job (Internet Sales Director) is to
increase traffic to the site and advertising sales for
the stations new web site. The content is very fresh
and we have partnered with a very aggressive technology
company that keeps offering all kinds of on line
services to retain and attract new users. We launched
in January and our numbers have gone from 8k users to
25k users a month for April. This with zero
promotional spots and little local news integration.
We plan to aggressively do both as soon as this week.
I have many questions and needs. Maybe someone out
there can give me some advice on the following:

1-Are there any studies that talk about the effects of
web site usage after broadcast television influence.
(TV commercials driving people to sites and/or local or
national news services mentioning the site on the air).

2-I consider our user number low at this point, my
company does not want to get into CPM rates. Any idea
around this?

3-Any ideas in increasing interest in our opt email
services. Right now we offer News, Weather and Breaking
News. 2000 people are signed up. Again with no
promotion what so ever.

Any help would be greatly appreciated!
