Advertising rates

Hello all! I am sure this is a very basic question, but
one I need the answer to none the less. My boss wants a
"general estimate" as to how much advertising on the
Internet will cost him [in the way of banner ads across
the top of pages]. I told him that it depends on the
page, its number of hits, etc. but he wants to be able
to account for ads in his budget BEFORE deciding where
he would like to advertise. So following this idea,
what would be a safe estimate for a small to medium
sized ad on a fairly popular page?
