Media owners (at least traditional media) normally
provide 15% for agencies. In return agencies are
supposed to cover cost of art/layout etc - its up to
the ad buyer to negotiate. Not too sure about online ad
placement though. If they offer a specialized service,
a fee may be due to them. However think most web
advertisers go direct to the site - no need to involve
an intermediary.
