I've used ValueClick and Flycast (now called Engage)
and spoken to ClickAgents. All offer CPC deals and you
can order 'clicks' in specified time frames (and
usually specify channels, too).

I've had pretty good results with ValueClick and can
recommend them. Keep in mind that even as you pay for
clicks, you may have other objectives (conversations)
that you'll want to keep an eye on. It can turn out
(I've seen it) that some sites deliver higher costs on
a click basis (paid under a CPM arrangement) but
deliver better return on a conversion basis.
