Clock speed and load times

We are a non profit association with a very targeted
audience in health care. For about the last year, we
have offered banner advertising that has been quite
successful. We are attempting to ad a second banner ad
to the page and I am trying to find out if there is
information available on clock speed and avergae load
times for a home page. The banner ads and actual site
are not graphics heavy, but with each new element you
ad, your load time is increased. Does this data exist?
Is it still logical to measure at 28.8? Thanks for your
help.
