Actually, a while back, 6 large sites (of which Reuters
was one) were in the news for taking objection to
linking. Most people got upset with this because if
linking is not permitted, it basically destroys the
entire essence of the web. Another example of strange
linking procedures is Bloomberg. In order to link to
Bloomberg.com (the home page, not the content), you
need to fill out a registration form first.
In the case of Reuters, you should be safe as long as
you don't put the linked page in your frame - in the
copyright notice, you'll see "including by framing or
similar means". However, I would recommend contacting
Reuters before utilizing their content or linking to
them in any matter, as the situation seems a bit
unpredictable.
