Okay, I'll believe that you absolutely, positively must
have frames and share a couple of things I've learned
:-)

Step 1. Use a <BODY> tag in the frameset page. In
this area, put keywords and phrases. Start with an
H1 heading that's your main keyword/phrase. Keep the
copy short, make the keyword density high (no more than
three or four).

Make sure you also include at least one link that leads
to your content pages so the engines will crawl your
site, then do step 2.

Step 2. Then use a JavaScript technique I developed
that allows you to submit all the content pages that
belong in the frameset to the engines. Normally, these
pages would be opened "naked" if found on a search
engine and wouldn't have the frameset so probably
wouldn't have any navigation and certainly wouldn't be
presented the way you want them to be.

The JavaScript on my site fixes that. Pages opened
"naked" in a browser will find their parent frameset,
then position themselves in the correct frame. In
fact, they'll go one step further and if they find
themselves in the wrong frame on a foreign site, will
break out and position themselves where they belong on
your site.

You can find the code and details, along with a
Dreamweaver 2 & 3 extension, at the link below.
Mouseover the "FrameJammer" link, then on the flyout
menu click on "the JavaScript". Dreamweaver users just
click on "Download".

The process is fairly simple. You add a 2-line script
to each of your pages, and a generic "jammer-handler"
to the frameset. Details and limitation are on the
site; and of course, use at your own risk, no
warranties explicit or implicit, etc. :-)

I've found that being able to submit all the content of
a site makes a huge difference in search engine
results.
