This is a rather complicated question...what medium are
you looking at? Major daily newspapers? Local TV?
Radio? Outdoor? And what unit -- full page ad, 30
second spot?

I suggest you choose one of each so you have an
apples-to-apples situation and attack it that way.
Does your firm have an advertising agency with access
to the cost numbers you need? If not, I think you're
going to be making lots of phone calls, this is a BIG
task.

Also, are you sure your desired target is highly
concentrated in each city on your list? Maybe you can
start by focusing on the places that are the most
likely locales to reach your target.
