I use Userland Frontier. It is a cross platform website
development and scripting environment with a
programming language, most http services (including
mail), and good string processing. I have made it so
that I can do pretty complex e-mail merge based on
incoming email messages. Most of the time I end up
parsing the incoming message content to guide the
outgoing content. You could do the same. Check out

I also use PHP/mySQL to make database websites. PHP is
able to send email easily. I don't doubt that you could
do much the same thing with it. Check out
http://php.net
