If you are considering online advertising, new low cost
alternatives are now available for geographic
targeting. I'd check into an all-inclusive package
(one price for interactive ad creation and the
targeting of your ads to a specific city). I've seen
some packages as low as $12 CPM for cities such as
Washington D.C. You may want to explore this.
