Targeting by IP address

We are interested in increasing our site conversion
rate (SCR) by offering different front end interfaces
to users from different regions of the world. It makes
sense to offer customized sites with cultural and
language factors taken into account. We will also be
able to offer a localized registration field that
reflects the postal information of each country.

We have built a technology that recognizes and records
each user IP address and refers to a database to find
out which country/area the user comes from then offers
the customized front end. The problem is that we
cannot find a database or a look up directory that
matches IP ranges with geographical location. There
must exist some kind IP address available on a
commercial basis as almost every website targets its
advertisements according to country/geographic
location. Any help locating this body of information
would be greatly appreciated.
