Direct HTML E-mail guidelines

I am anticipating the need to develop a direct e-mail
campaign that will feature the distribution of HTML
e-mails (embedded graphics, HTML-formatted text, links,
etc.).

I have identified some of the higher-profile companies
that serve as ASPs who can facilitate this (floNetwork,
enewsnotifier, MessageMedia, etc.) and I'm familiar
enough with all of the guidelines, principles for
effective distribution, etc. What I am more curious
about is data that might provide me with some
production guidelines.

Specifically, I'm concerned about the K-BUDGETS for
HTML emails. Does anyone know or live by a specific
rule for this? For example, is a 10K budget (3K text +
7K images) acceptable as a general standard?

Any resources or thoughts would be appreciated. Thanks.
