There are a fair amount of solutions available on the
net for free.

I've used phpAds for a few months to serve about a 1.4
million impressions of my banners and third party
network banners last month and its free, light weight
and open source. Uses PHP and mySQL.

In addition to this, AdCycle and a bunch of other
scripts are available to do this. From my experience I
would not trust external services, no matter how small
a website I ran. I would not want my advertisers code /
banners delivered from a third party website specially
if it involved revenue.
