email software and outsourcing

Hi,

I'm currently investigating email marketing software
and/or outsourcing solutions. We're not interested in
renting lists; just communicating with existing
customers. I'd love to know if anyone has any good/bad
experience with particular software or outsourcers.
I'm also curious as to your thoughts on

- at what stage does a company decide to outsource /
bring it inhouse? It seems to me that the software
solutions can be very expensive depending on the range
of features, but that for large lists, outsourcing is
very expensive too as they charge per volume.

- there is plenty of discussion about solutions for
hosting newsletters and discussion lists. If a company
wants to send out newsletters/offers it appears that
these solutions could be used; however they don't seem
powerful enough for the targetting, personalisation and
tracking that a company would need to developed a
relationship with customers.

- finally, I'd like to know what is considered to be
the most important features when choosing a software or
outsourcing solution for email marketing to existing
clients.
