When is the best time to promote a site re-launch?

First, I'd just like to say that I am a daily reader
of this list, and have found everyone's advice &
questions very helpful.

We have been working on site redesign since January.
Not only are we changing the look and navigation of
the site, but are migrating to a content management
software system (Allaire Spectra). We have run into
several technical problems, but are still planning
on putting something up in the new look and software
at the end of September to meet our internal
deadlines. When would be the best time to promote
the site re-launch? All the bugs and new content
will not be ready by the end of September, so I'd
rather wait until we have something to really talk
about. If we heavily promote the site launch now,
all we'll have to talk about is the design and
that isn't newsworthy.

Any advice or comments?
