Hiya,
The best way to describe the C.O.P.P.A. (Children's
Online Privacy Protection Act) laws is to read this website
http://www.ftc.gov/bcp/conline/pubs/buspubs/coppa.htm
As I understand it, you cannot collect a child under 13
years' e-mail address, name, snail mail address, etc.
The site also tells how to verify parental consent, and
what you can accept before having to get parental concent,
but since your company seems to be targetting a young age
group than you must comply to COPPA.
