 The vast majority of non-U.S. email users have
 .com or .net domains. These domains are non-country
 specific, not U.S. specific. Flagging this way will
 be completely ineffective; about as effective as
 trying to eliminate American email addresses by
 flagging .us domains.

Thanks for the input. The real question is, though, if we
flag the foreign country domains, will we flag any U.S.
residents in the process? Put another way, how many U.S.
residents are using foreign-country-domain email addresses?
