I've discovered that a surprising number of people
don't understand how to make a one-on-one contact look
different from a mass e-mail. This may account for the
bad reaction to a legitimate, non-spam, one-on-one
sales inquiry/proposal.

Someone once sent me a massive amount of information
about their company in an email that looked like a
bloated, out-of-control press release. When I asked to
be taken off their contact list, I was told that that
was actually their way of asking me for help. I.e.,
they were trying to become a client. Sure fooled me!

The subject line and the first couple of lines MUST be
intelligently targeted, friendly and personal in tone
so that it's obvious to even the quickest reader that
this is a one-on-one contact.
