Setting up a Newsletter

I am interesting in floating an on-line newsletter
(strictly opt-in) for my company. Does someone know a
good vendor who can set up set and handle the list,
creation and maintenance of this newsletter for a B2B
organization like ours? Inputs on how to do it? Also
what would be the cost ( an estimate would do ) for
this service?
