Refreshing ads around rich media content

Does anyone know of a standard, or have experience
related to how many times a banner or any type of ad
should be refreshed when running along side a rich
media content stream? What is the precedent for
refreshing creative on Web pages that sit idle for a
period of time? We have heard anywhere from 20
seconds to 60 seconds and want to know for a new site
that will base its revenue sharing with content
partners on an aggregate CPM basis from ads that
appear on a "player page" along side all types of rich
media content. The plan is to reward the "stickiest"
content with more money because more ads will be seen
during their programs. Thanks in advance for your
suggestions.
