targeted marketing

Hi everyone-

My website is multi-tiered, thus multi-targeted, thus
tricky to market.

So I turn to you, my peers, for help; advice, comments,
thought, encouragement, jeers, etc...

I want to reach people who have moved to the US from
overseas (specifically, from India, Italy, Japan, the
UK, Ireland) or who have relocated domestically (from
the Carolinas or the New England states). We provide
them with their hometown news and the hard-to-find
foods they love and miss. That said, there is also a
foodie element to my target- people who like to cook
and eat and try foreign foods.

So how shall i market? Should I spend a greater
percentage trying to reach the mainstream market
through broad advertising, or should I stay small and
highly targeted, using ethnic newspapers and sponsoring
local ethnic events? Also, does anyone know of am
e-mail broker company who is able to target very
specifically?
