Ion,

Journalists are individuals, so each one has their own
preference (if they have a preference at all). I think
sending an email first is always the best because it's
puts them at their leisure about responding, then I
wait an appropriate amount of time, (again dependent
on the urgency of the project) and follow up with a
phone call if necessary. But a number of journalists
do respond to the email if the pitch is compelling
enough, which is the one constant. Making it
newsworthy and having a person to interview seem to
encourage better responses.

Best of Luck!
