Ion, I did PR for years. Though not for a long time,
since the world has changed. The customary way always
was to first send a news release or press kit (or news
alert if an event). Though in practical terms, unless
it's a small publication, the editors won't recall
getting it when you call.

Things to consider: target the pitch to a particular
writer who seems to be into covering things like your
story; always think about what you're pitching from the
publication's point of view, which means you have to
know the publication -- "you haven't done anything on
'net phobia for a while; here's a great example."
