Stacy, One tool I've found useful is available at
http://www.wordspot.com/ The service scans several
engine databases for phrases searched that week. You
input a "word" like: insurance, and the returning email
provide you with 500 phrases with the word "insurance"
in them.
It's been a helpful tool, however; ultimately it
requires some trial and error. I always dig deep into
the client web site and literally cross-examine my
client for every angle of their business offering.
When you combine tools such as WordSpot with careful
consideration of the subject matter, how it affects
people, where it might be located or available, what
degree or level of service or product is involved, who
is making the offering, who their co-brands are,
affiliations, etc., you begin to develop the best key
phrases for an SEO campaign.
