This is not exactly what you asked for, but when I got
my bank statement this month, it included a notice
that the customers of the bank may not use their
accounts to facilitate online gambling. This is the
first I've heard of such a law (it goes into effect on
December 1, 2000). There may be other laws enacted in
the United States which might pertain to your query.
If there is an industry council for online gambling
services I suggest you check with them. If there
isn't, you may need to consult an attorney familiar
with US Cyberlaw (and for each country where you may
end up doing business).
I don't use online gambling services so I don't have an
incentive to learn more about the situtaion.
Nonetheless, it looks to me like the US government is
trying to take a huge bite out of online gambling's
business (and that should be considered an UNinformed
opinion).
