Tell your ISP in no uncertain terms that you are not
spamming.
Say that you have assembled a targeted email list that
you are using for promotion, and that you are giving
removal instructions in each message for anyone who
thinks that they do not belong on this list.
Point out that no matter how carefully you craft a
list, there will always be some people who will
complain, but that you will do your best to remove them
promptly.
Your ISP is trying to cover their own butt, which is
normal. Plus they have no way to know whether you are
actually spamming or not.
Right this minute I am running a program that goes out
to a list of sites of a certain type and gets their
'mailto' addresses. Then I am going to do a mailing to
those sites. It's a reasonable; way to contact people,
and I will be emailing to about 3 to 6 thousand people
out of the 100 million email addresses on the net. Any
definition of that as spam is just hysterical (in
several senses of the term.)
