This is unlikely and the reverse is more likely. As
internet usage continues to increase, available
bandwidth becomes more limited. Mass mailings are big
hogs of bandwidth and server resources.

Let's not forget the recipient... who, as the internet
expands will be ever more assaulted by UCE and like it
less, not more. As a result, ISPs will make it even
easier to eliminate spam as a selling feature.

Anyone who believes that SPAM is gaining greater
acceptance is being misled or is suffering from
delusions.
