Serving ads - in house vs. third party

Hi,

Could you name a simple but reliable high-performance
solution, (In house - not 3rd party service) capable of
handling impression levels of 1 million all the way up
to 10-15 million per day?

What sort of budgets are we looking at for such
performance?

Would you say that something like cetralad is strong
enough, or we would need to invest in a high end
solution due to volume?
