That's a pretty serious accusation and one which *I*
would be loathe to make. These companies claim when
you sign up that they will NOT do that. They could be
sued for fraud or something similar if it could be
shown they were violating their privacy policies.

They specifically ask you to opt-in to receive business
email. I have two accounts with Eudoramail.com and
neither of them, so far as I know, has ever been
released by Eudoramail to a third party, as their
agreement indicates.
