Internet recruitment advertising to the high tech talent market

My employer has been named agency of record for a major
global high tech company. One of our responsibilities
is global recruitment marketing and advertising. My
question to the group is three fold:

1. What information can people provide with respect to
current best practices for the online recruitment
and retention of employees in the high tech
marketplace - issues, trends etc?

2. What sources would be good for locating this
information?

3. Does anyone know of an "expert" in this field who
might be interested in a short consulting gig?
