Highly targeted campaign

Hi. My name is Rick Varisco and I am a media planner
for BAM Solutions; an on-line advertising agency
headquartered in Montreal. I am looking to target the
province of Quebec, Canada but only the French speaking
Internet users. I know several ISPs who can do this, as
well as direct-emailing companies (opt-in). I was
wondering if anyone had a list of websites targeting
not only the French Quebecers but the business sector;
people who use the Net as a working tool. Any help will
be much appreciated.
