Hello Larry,
In response to your first question - one of the most
reliable ways is testing the candidates (skills and
personality), and that hold especially for online
recruitment where you get candidates from all over the
globe. This is being increasingly done by online
recruitment agencies.
As for question #2, Queendom.com is the leader in
online personality testing (forgive me the self-
promotion but we really are at the top) and we can
recommend companies who provide IT skill testing. You
can review the list of our professionally designed
tests at http://www.queendom.com/tests.html . I am
sure you will find a number of titles that would be
useful for your purpose. We can discuss your needs
with you and design a customized online testing center
where you can save the individual results with or
without interpretation, you can also obtain a
spreadsheet with the final scores and subscores on
various tests, and we can even analyze the data for
you (statistically) and pick the best candidates based
on score results form several tests. As a note, the
online testing center is done in such a way that it is
not obvious what is being measured.
If you need more information, please feel free to
contact me.
