It's not hard to locate good demographic site matches
for your media buys, but volume of available inventory
seems to be the biggest problem. It is a small market,
within it there are very few high traffic entities that
yield high traffic.
But alternatives exist in sites that operate in Canada
and regionally. Have you checked with valueclick.ca
Currently they are pushing to sign up Canadian
"affiliates."
The problem extends a little further however, as their
criteria only requires the site be located in Canada.
It does not insist on regional content. So some
affiliates may be Canadian but their sites global.
Interesting problem but it may only mean having to
split your buys among a number of networks to achieve
good volume.
