As with many things written in spams, this is a lie.
The bill has not been passed into law, but it makes the
spam look legitimate. There is no Federal spam safe
harbor statute, as this footer implies, as of this
date. And there is no Federal anti-spam measure either.

The best anti-spam defenses are still two online
services (if your ISP or mail server doesn't offer
filtering, once your e-mail address has been
harvested):

- www.brightmail.com to filter individual e-mail
  accounts (free)
- www.spamcop.net to report spams (free)
