What Do Advertisers Want?

Hi, I am currently desigining an Ad Network script. I
am currently publicly beta testing the script with
great success on most of it.

I am very open to suggestions on the subject of
targeting and other methods of increasing CTR's to
advertisers banners.

My question is what would you want to see in an Ad
Network, with regards to advertisers?

One of my first ideas was a sort of user targeting
system. I read that a lot of people wont click a banner
becase they have already seen it, or clicked the banner
and bookmarked the site. My idea is to record that an
ad has been clicked via a cookie on the users system
which is then passed to the ad sending script the next
time the user goes to a page with an ad on, then lower
the chance of the same banner being ran for that user.
This should help prevent ads being wasted because there
objective has been obtained.

Another idea is to simplify and reduce the cost of
advertising. Which I have already done, by allowing $10
minimum deposits and CPM rates starting at $2.

Does anyone have any ideas they could share with me?
